The team has decades of experience working with state, county, and municipal governments. Our staff has in-depth understanding of government regulations including the FDA Food Code, Produce Safety Rule, Pasteurized Milk Ordinance (PMO), NIST Handbooks 44, 133, and 130, as well as many state-specific regulations.

President & CEO
Neal Nover
Neal Nover has implemented software solutions at hundreds of government agencies. Early in his career, Mr. Nover was the first Director of Information Technology for the City of Fall River, Massachusetts. There Mr. Nover transformed the City, Police Department, Department of Education, and the Library System from paper to electronic systems. Prior to founding NEA, Nover held various top level technical and sales positions at Keystone Information Systems, Inc. Mr. Nover holds a B.S. in Marketing and Management from Bentley University.

Geoffrey Engelstein
Mr. Engelstein leads the Nover Engelstein & Associates, Inc. software development team. With more than 40 years of experience in the software industry, Engelstein is responsible for defining and overseeing the implementation of the company's technical strategies. Mr. Engelstein is an avid game developer. He is the Principal of Mind Bullet Games.
Mr. Engelstein is also the President of Mars International, an engineering design and manufacturing firm. Mr. Engelstein received degrees from MIT in Physics, Electrical Engineering, and Ancient History.
